By 2020 at least 85% of children will be prepared for Kindergarten

Key strategies:   

  • Best practice home visitation
  • Quality early care and education

Supporting strategies:

  • Social, emotional and physical health
  • Parenting education

Public policies:

  • Integrate and align state early learning systems as outlined in state Race to the Top - Early Learning Challenge Grant applications
  • Develop longitudinal data collection systems that track child data birth through high school
  • Increase the quality of and investments in early care and education programs
  • Improve and expand state home visiting programs
  • Expand professional development systems and other supports and incentives to move programs to quality
  • Improve early learning content standards and align with K - 12 standards
  • Develop a comprehensive Kindergarten entry assessment in conjunction with a definition of Kindergarten readiness
  • Maintain and support access to physical, mental and dental health care for children
  • Increase funding for child care settings in ways that are collaborative with public schools but market-based 
  • Increase articulation of ECE course work between two and four-year higher education institutions
